How GR8 Turned Hesitation into Leasing Success

When Rak and her husband Kilu first considered investing in disability housing, they were not entirely convinced it was the right path.

“We are a middle-class family, not millionaires, so this was a huge milestone for us,” Rak said.

At the time, the opportunity made sense, but the process felt unfamiliar. There were questions around how it all worked, whether demand would be there and what support they would have along the way.

“I was only 20 per cent convinced,” she said.

“It was a big decision for us, and we needed to feel confident before moving forward.”

From their first introduction in 2024, GR8 worked alongside Rak and Kilu to guide each step, from early conversations through to construction and delivery. What stood out most was the consistency of support during moments that could have easily felt uncertain.

“Their team was with us when things were challenging, whether it was finance or the property itself,” said Rak.

For GR8 Managing Director Perry Kleppe, this is where many investors either move forward or walk away.

“People are not just buying a property, they are trusting that it will be delivered properly and perform,” he said.

In March this year, Rak and Lilu’s SIL home in Dalyellup, a suburb in Bunbury, reached completion. By that stage, the property had already been matched with a provider. Once construction finished, the transition was immediate. The keys were handed over, and the home was leased from day one.

“I remember feeling a bit shaken when the house was leased because I did not fully understand the process at first,” said Rak.

“But it was handled so professionally, and everything was explained clearly, which really put me at ease.

“We are now the owners and landlords, and the whole process just sailed smoothly,” she said.

For Perry, outcomes like this are not about luck, they are the result of doing the fundamentals well.

“If a home sits empty, the system has broken somewhere,” he said.

“Our job is to make sure that does not happen. When we get it right, the home is ready, the provider is ready, and the investor is earning from day one.”

Helping Providers Navigate SDA with Confidence

At GR8 Disability Housing, we believe that when providers are well-informed, participants benefit.

Last month, we had the pleasure of welcoming Jodi Perkin and the support coordination team from JP Trusted Advisors into our office for a training session and team meeting.

It was a valuable opportunity for open conversation, where their team brought a wide range of questions about Specialist Disability Accommodation (SDA) and how it works in practice.

The session focused heavily on building understanding around participants’ rights, particularly how these are protected under both the NDIS Act and the Residential Tenancies Act (RTA). These are areas that often create confusion across the sector, especially when it comes to how SDA legislation aligns with tenancy law.

We also explored how agreements between SDA and SIL providers operate, and what reasonable rent contributions and board payments are actually intended to cover under NDIS rules.

One of the consistent gaps we see is a limited understanding of the Residential Tenancies Act and how it applies alongside SDA. This can lead to uncertainty in decision-making and, in some cases, increased risk for participants and providers alike.

During the session, we also discussed the growing presence of SDA providers who are not licensed real estate agents, and the risks this can create.

When the appropriate legislative frameworks are not followed, it can result in corners being cut, funding not being correctly managed, and ultimately a lack of security of tenure for participants and SIL providers. In the worst cases, it can lead to providers failing altogether, leaving participants in vulnerable situations.

As both a licensed real estate agency and an SDA provider, GR8 Disability Housing brings a depth of experience and compliance that is critical in this space.

The SDA Oversupply Myth is About to Unravel

For years, the conversation around Specialist Disability Accommodation (SDA) in Western Australia has been dominated by the word oversupply.

On paper, that may look true. But from where I sit, that narrative is starting to shift.

What we are really seeing is a market in transition.

Yes, there are currently more SDA homes than participants using them. But that snapshot misses what is coming.

As the NDIS continues to mature, more participants are being reassessed, more are being deemed eligible for SDA, and more are entering the housing market. Demand is not static. It is building.

At the same time, something far more concerning is happening behind the scenes. The pipeline for new SDA development has slowed to almost a standstill. Financing has tightened, land is harder to access, and developers are stepping back.

That is where the real story lies.

We have seen this play out before in the broader housing market. When supply stops keeping up, the gap does not stay quiet for long.

In the SDA space, we are already seeing early signs. Homes originally used for Supported Independent Living are being reabsorbed into SDA as participants transition into funding. For providers, that can be a positive shift, but only if they have access to the right housing.

It’s not just providers who need to act. Participants with funding who haven’t yet secured a home risk missing out on the best housing opportunities. Being prepared early can make all the difference.

This is the divide that is emerging.

Providers with access to SDA housing, whether owned, leased or through partnerships, are positioning themselves for growth.

Those without it may find it increasingly difficult to compete or even enter the market at all.

At GR8, we have leaned into this shift early. Not because it is easy, but because it is necessary. The reality is simple. Without housing, care cannot scale.

So the question is not whether there is too much SDA.

It is whether we are prepared for what comes next.

Civic Gardens: Purpose-Built SDA Apartments in Cannington

GR8 Disability Housing is excited to announce a new Specialist Disability Accommodation (SDA) development in Cannington!

Civic Apartments at Civic Gardens will deliver 17 purpose-built dwellings exclusively for people with disabilities, amid rising demand across Perth’s south-east corridor.

The project is a direct response to Perth’s severe shortage of single resident apartments built for people requiring high physical support.

In Cannington alone, more than 100 people are funded for SDA, yet many are still living in older or unsuitable homes simply because there aren’t enough modern options around.

The 17 apartments include seven two-bedroom, two-bathroom homes for a single resident, eight one-bedroom apartments and two on-site overnight accommodation units for support workers.

Perry Kleppe, Managing Director of GR8 Disability Housing, said the two-bedroom apartments provided flexibility often missing in disability housing.

“They allow participants to choose how they live,” he said.

“That could mean accommodating support services differently or sharing with someone they trust, without being forced into arrangements that do not suit their lives.”

Unlike developments that allocate a small number of units within a broader residential complex, Civic Apartments is an exclusively SDA project.

“Every apartment has been designed for residents with disability from day one. That consistency makes a difference to how people feel about their home and how well the building works,” Mr Kleppe said.

Residents will be able to enjoy large private balconies, secure undercroft parking and a rooftop communal space with views across the Canning River Regional Park and the Darling Range — a great spot for fresh air, sunshine and connection.

And with Westfield Carousel just 500 metres away, plus easy access to buses and train links, daily life becomes more convenient.

Construction is expected to wrap up in March 2026, and we’re looking forward to welcoming residents into homes that truly support independence, dignity and choice.

How the Right Provider Turned a Vacant SDA Home Around

“Are you a licensed real estate agent?”

It’s a question we hope every investor will be asking their specialist disability housing provider after revelations that thousands of purpose-built homes across Australia have been sitting vacant.

Sydney’s Mr Patel knows only too well how easy it is for investors to find themselves with a vacant property, mounting costs and no immediate solution, despite high demand for disability housing.

The SDA home Mr Patel built near Mandurah sat empty for three months before he switched providers, turning to GR8’s greater capabilities and compliance guarantees as both a licensed real estate agent and a specialist disability housing provider.

“With interest on my loan running at 9.44 per cent, my money was just draining away,” Mr Patel said.

“I know people whose homes have been sitting empty for more than a year. You go into it thinking you’re helping people while also making a return as an investor, but the reality can be very different.”

Mr Patel isn’t alone. Shocking revelations about the SDA sector on the east coast aired on ABC’s Four Corners in August 2025, sparking national concern.

And WA isn’t immune.

GR8 Managing Director Perry Kleppe says one of the biggest red flags is the number of SDA providers in WA who are not licensed real estate agents.

“The Four Corners investigation is a wake-up call for WA,” he says.

“In WA, managing leases, trust accounts and bonds is a regulated responsibility, yet many SDA operators are not legally authorised to perform these functions, leaving both investors and NDIS participants exposed.

“If investors don’t ask the tough questions – who holds the licence, where are the funds kept and how is compliance guaranteed – they’re at risk of losing both their investment and the trust of the NDIS participants they are trying to help.

“And unless the housing provider is also a registered real estate agent, they simply can’t give the investor access to a full range of leasing pathways.”

At GR8, we’ve been adding our voice to the campaign for change, calling for mandatory licensing of SDA providers as real estate agents, stronger requirements for trust account management and greater transparency from the NDIS to reduce delays and disputes.

For Mr Patel, switching to GR8 opened up new leasing pathways and his investment was soon back on track. Within weeks he had a lease signed with a Supported Independent Living (SIL) organisation and residents moving in soon after.

It’s a strategy that has worked for many of our clients, turning their investment around by leasing to a SIL organisation.

“By repositioning properties for SIL providers or families seeking shared housing with staff support, investors can turn around vacancies and create much-needed housing for people with disability, even without SDA funding streams,” Perry says.

For years, people with disability in the South West have faced a severe shortage of Specialist Disability Accommodation (SDA).

Families were stretched, participants were living in homes that did not meet their needs and providers struggled to plan effective support in environments not designed for modern disability care.

This unmet demand drove GR8 Disability Housing to expand into the region, responding to calls for help from the disability community and sector professionals.

When GR8 examined SDA data for the South West, it was clear many people were funded for SDA but not living in suitable homes.

For some, this meant unsafe or inappropriate living arrangements. For others, it meant long travel distances or waiting indefinitely for a home that worked for their needs.

Support Coordination agencies confirmed the shortage of SDA and SIL housing, and that the gap was pushing the system to breaking point.

GR8 responded by investing early, securing well-located land while it was available and affordable, enabling delivery at scale where others could not.

Over the last three years, GR8 has delivered a significant disability housing program across Treendale, Bunbury, Dalyellup and Busselton.

In total, that is 30 SDA homes and 2 SIL homes purposefully designed for people with complex needs.

The organisation is now exploring opportunities to develop highly accessible homes for Supported Independent Living (SIL) providers, helping people move out of housing that no longer works for them.

Beyond the numbers, the real impact lies in the lives of participants who finally have a home that fits them, rather than a home they must fit into. For many families, these homes offer something they have never had before – a safe, modern, thoughtfully designed space that supports their loved one to live well.

Second chance at life: How Lauren found her independence with GR8

When 31-year-old Lauren Davis moved into her specialist disability accommodation (SDA) home in Baldivis, it was more than just a change of address, it was a life-changing step towards independence.

For Lauren, who became a quadriplegic after a rare spinal tumour left her unable to move anything below her neck, living independently had once seemed impossible.

After spending six months in hospital and four months in rehab, she returned home only to face a harsh reality: her rental had been sold. What followed were two years of instability, moving through five different houses, short-term accommodation and an ongoing struggle to find a place that offered both dignity and functionality.

“Housing should be a basic human right, but it’s been the hardest thing to find,” she said.

Lauren’s life changed when she connected with GR8 Disability Housing, meeting Managing Director Perry Kleppe, who had first met her at an Expo a few years earlier.

GR8 helped her move into a purpose-built SDA home, designed with accessibility at its heart funded by the Galati family better known for their Spudshed fresh food empire.

“This house has given me back my life,” Lauren said.

“I can do my own washing and dishes, I can move around with ease, and I feel part of a community again.”

Moving in was a big step for Lauren, but it also felt like the beginning of a new chapter. The Baldivis home includes open spaces, adjustable benches, oversized bathrooms and thoughtful design features that make independent living possible.

Since moving in, Lauren’s recovery has accelerated. She now uses a manual wheelchair, can walk with support, and has even regained her driver’s licence. She has returned to university to study social work, determined to advocate for disability rights.

Perry Kleppe said Lauren’s story demonstrates the difference high-quality SDA housing can make.

“Lauren’s journey shows what happens when people have stability, choice and dignity in where they live,” he said.

“From the moment I met Lauren, to where she is now, it’s a completely different person,” he said.

For Lauren, the impact is profound.

“I’m back on my feet, living independently, with my licence and a future to plan,” she said.

“This home has given me opportunities I thought were gone.”

The Baldivis home is one of three new SDA homes by GR8 in partnership with the Galati family.

“Having community figures like Tony and Frankie Galati investing in disability housing helps shine a light on what’s possible when we design with compassion and care,” Perry said.

For Lauren, moving into her GR8 home hasn’t just been a change of address, it’s been a second chance at life.

APPENDIX H: The Little-Known SDA Rule Keeping Families Together

For many NDIS participants, moving into Specialist Disability Accommodation (SDA) used to mean leaving their loved ones behind, along with the stability and familiarity of life in the family home.

Happily, the introduction of Appendix H into the NDIS pricing structure means this no longer has to be the case.

Now NDIS participants can retain their SDA funding while living at home with their spouse, parents, partner or other primary carer.

Appendix H is a hugely important addition to the NDIS, but it is still relatively new. Many people don’t know that Appendix H even exists, let alone what it could mean for their living arrangements.

Before the introduction of Appendix H, participants had very few options. They essentially had to choose between living in a home-for-one or sharing a home with others who had SDA funding.

Appendix H has changed all that. It offers NDIS participants the best of both worlds by adjusting the funding for shared homes to accommodate people without SDA funding.

It means participants can live in a purpose-built SDA home and still be with their loved ones.

Who can use Appendix H?

How do I apply for Appendix H?

Here’s the catch.

Appendix H isn’t offered automatically. It is up to individual participants to request it in their NDIS application.

WA Investors Warned To Protect SDA Investments Amid National Concerns

Shocking revelations about Specialist Disability Accommodation (SDA) aired on Four Corners this week have sparked national debate about accountability and transparency in the disability housing sector.

According to GR8 Disability Housing Managing Director, Perry Kleppe, the issues raised are not isolated to the eastern states and carry important lessons for Western Australian investors and families.

“The Four Corners investigation highlighted a pattern of excessive fees, conflicts of interest and poor oversight in SDA,” he said.

“We are seeing the same vulnerabilities here in WA and unless investors demand higher standards, the risks will only increase.”

According to Mr Kleppe, one of the biggest concerns is that many SDA providers operating in the state are not licensed real estate agents.

“Managing leases, trust accounts and bonds is a legal responsibility in WA that only licensed real estate agencies are authorised to perform,” he said.

“Yet too often, investors and participants are placing their funds with unlicensed operators who cannot provide the protection of an audited trust account.”

Mr Kleppe said the NDIS system itself adds complexity.

Under the recently rolled-out PACE system, SDA providers are unable to access participants’ housing funding details directly, leaving them reliant on already stretched support coordinators or participants themselves.

“That lack of transparency creates bottlenecks and unnecessary risks. If SDA providers had visibility of participants’ housing funding, we could give investors clearer advice and get participants into homes faster,” Mr Kleppe said.

GR8 Disability Housing is calling for greater safeguards in WA, including:

Ensuring investors partner only with SDA providers who are licensed real estate agents.
Stronger requirements for all SDA providers to operate regulated trust accounts.
More transparent NDIS processes to reduce delays and disputes.

Mr Kleppe says the public attention generated by Four Corners is an opportunity for WA to lead the way in lifting standards.

“WA investors and families should be asking very direct questions of their SDA providers. Who holds the licence? Where are participant funds kept? How is compliance guaranteed? These questions are the best defence against exploitation,” he said.

One Year On: How Jayden Found His Independence With GR8

When 27-year-old Jayden moved into his specialist disability accommodation (SDA) home a year ago, it was more than just a change of address, it was a life-changing step towards independence.

For Jayden, who lives with Cerebral Palsy, he never thought moving out would be possible.

His mum, Colleen, didn’t know there were other options.

As Jayden’s primary carer, her days were full – a constant cycle of appointments, care routines and supporting his needs.

“Life was busy looking after him. I never really pictured him moving out,” she said.

But as the years went on, Colleen realised she wanted Jayden to have a safe, caring place where he could thrive when she could no longer be his primary carer.

For a few years, Colleen and Jayden visited home opens, but nothing felt quite right. It was like a puzzle trying to find a high-quality property that would suit Jayden’s needs, with a reliable provider, in a location close enough to family.

Then our team showed them a modern two-bedroom SDA house in Piara Waters that felt different to all the other SDA properties they had been to before.

This one felt like a home.

While Jayden had been a little nervous at the prospect of leaving home for the first time, it felt like the beginning of a big adventure.

Still, moving day was emotional for both Jayden and Colleen.

For Jayden, it meant a new world of independence. But for Colleen, it meant learning to let go.

“It was hard,” she says honestly.

“I felt like I wandered around for months not knowing what to do with myself.

“But from day one Jayden was settled and seeing him happy was so reassuring.”

A year on from his big move Jayden is thriving.

His spacious bedroom is filled with everything he loves, from a large assistive bed to a wall lined with Pop Vinyl collectibles.

“When I moved out, I had so much space that it was hard to know what to put where,” said Jayden.

One of his favourite house features is the private courtyard connected to his bedroom. When things get overwhelming, he likes to step out, put on his music, and take a moment for himself.

“I like having my own space,” he says. “If I need a break, I just go outside and it helps me relax.”

Jayden’s experience reflects GR8’s commitment to designing disability housing that empowers residents to live independently.

“I’m so proud of him, he’s just living his best life, and it all feels very normal now,” she says.

“For me I’ve got freedom again,” Colleen said.

Her advice to other parents in the same position?

“Don’t be scared. It took some getting used to, but it’s been the greatest thing for both of us.”

HOME IS WHERE THE (HE)ART IS FOR LAKELANDS ARTIST DEFYING CHALLENGES

The saying “Home is where the heart is” has never been truer for the family of young Lakelands artist Ethan Ford.

Ethan, who has cerebral palsy and is primarily non-verbal, captured the heart of the local community last year when his mum Ashlie Miles put out a call for canvases to help the passionate painter stage his first art show in Rockingham.

Now another dream has come true for Ashlie and Ethan thanks to the NDIS and a little-known type of special funding that helps keep families together when one family member has very high support needs or extreme functional impairment.

For many years, Ashlie, Ethan, and Ethan’s younger siblings Ella (2) and Ollie (1) had been making do in rental properties that failed to meet Ethan’s specific needs.

The improvised accommodation was not especially accessible, which made it harder for single mum Ashlie and a team of visiting carers to look after Ethan.

But deep-down, Ashlie knew that moving Ethan into shared disability housing and separating the family wasn’t the best option for her son.

“I’ve honestly never pictured my life without Ethan. He plays such an important role in our family,” Ashlie said. “It would have broken our hearts if he’d moved into a home without us there.”

Everything changed when Ashlie learned about Appendix H – Shared Living Arrangements, a relatively new addition to the NDIS.

Appendix H – Shared Living Arrangements enables NDIS participants to stay living with their primary carer, such as a parent or spouse, without losing their Specialist Disability Accommodation (SDA) funding.

Without Appendix H, the standard SDA rules have the potential to force households apart.

Once Ethan’s new NDIS funding under Appendix H was in place, Ashlie worked with GR8 Disability Housing, based in Willetton, to find a modern, four-bedroom SDA home purpose-designed for Ethan and the whole family.

“I had been praying for an opportunity for our family to stay together,” Ashlie said.

“We feel incredibly lucky, and Ethan, Ella and Ollie are super excited about their new home and all the memories we can make here.”

When the family picked up the keys in May, Ethan was smiling in excitement and couldn’t wait to chase his little sister down the super-wide hallways that easily accommodate his wheelchair.

Another big design feature is the accessible kitchen with its adjustable bench tops, where Ethan will be able to carry on with everyday tasks far more independently than before.

Since moving in, the family have been enjoying decorating their new home, movie nights and, of course, painting together.
