Making Sense of the SDA Funding Process

Everyone deserves a place to call home where they feel safe, comfortable and supported to live life their way.

For people living with disability, finding a home that meets their individual needs isn't always straightforward. That's where Specialist Disability Accommodation (SDA) can make a difference.

SDA is housing designed for people with extreme functional impairment or very high support needs. Through the National Disability Insurance Scheme (NDIS), eligible participants can receive funding to access homes with specialised features that support greater independence, accessibility and everyday living.

But understanding whether you're eligible, what evidence you need and how to apply for funding can sometimes feel overwhelming, especially if you're navigating the process for the first time.

The good news is that you don't have to work it all out on your own. Your family, carers, or support coordinator can help you understand your options and take the next steps.

We’re here to help too. To make things a little easier, we've put together a step-by-step guide to help you understand the SDA funding process, from checking your eligibility to finding a home that feels right for you.

Step 1: Check your NDIS eligibility

Before you can apply for SDA funding, you'll need to be an eligible NDIS participant.

The NDIS provides support to Australians living with permanent and significant disability who meet certain eligibility requirements, including age, residency and disability or early intervention criteria.

If you're not already an NDIS participant, your first step is to apply to join the scheme. This generally involves providing evidence of your disability and how it affects your everyday life.

If you're already receiving NDIS funding, you're one step closer to exploring your SDA options.

It's important to know that being eligible for the NDIS doesn't automatically mean you're eligible for SDA funding. SDA has its own requirements and is generally designed for people with extreme functional impairment or very high support needs.

Step 2: Understand whether SDA is right for you

Everyone's housing needs are different and the home you're living in now might not be the best fit for your needs.

Take some time to think about your current living arrangements and whether they provide the safety, accessibility and support you need.

For example, you might find that:

  • Moving around your home is difficult because of narrow doorways, stairs or other barriers.
  • Everyday activities such as cooking, showering or getting in and out of bed are challenging or unsafe.
  • Your home doesn't have enough space for mobility equipment or specialised supports.
  • Your support workers have difficulty providing the assistance you need safely.
  • Your living arrangements are limiting your independence or affecting your wellbeing.

These are some of the challenges that specialist housing may help address.

It's worth discussing your options with your family, support team and 'my NDIS contact'. They can help you explore the different housing supports available, understand what might suit your needs and work out the next steps.

Understanding the difference between SDA and SIL

As you explore your housing options, it's also important to understand the difference between Specialist Disability Accommodation (SDA) and Supported Independent Living (SIL).

While they are often mentioned together, they provide two different types of support:

  • SDA funding covers the specialist housing itself, including the accessible design and features that make a home suitable for your needs.
  • SIL funding helps pay for assistance with everyday activities, such as personal care, cooking and household tasks.

Depending on your individual needs, you may be eligible for both SDA and SIL funding, but they are assessed and funded separately. You don't need SIL funding to be eligible for SDA.

Step 3: Build your supporting evidence

An important part of applying for SDA funding is providing evidence that shows you have an extreme functional impairment or very high support needs, and why specialist housing is necessary.

This usually involves gathering recent reports or assessments from relevant treating health professionals, along with information from other professionals or providers involved in your care where appropriate.

Your evidence should help demonstrate how your disability affects your everyday life, what support you need at home and why other housing options may not be suitable.

Your assessments and supporting evidence should explain:

  • Your daily support and housing needs, including how often you need assistance.
  • How your disability affects your ability to complete everyday activities.
  • Any challenges with your current living arrangements.
  • What other housing options you've explored and why they don't meet your needs.
  • How specialist housing could improve your safety, independence and quality of life.

Your support coordinator, family members or care team can help you gather the necessary documents and work with the relevant professionals to make sure you have the information needed for your application.

Step 4: It’s time to apply for SDA funding

Once you've explored your housing needs and gathered your supporting evidence, you're ready to ask the NDIS to consider SDA funding as part of your plan.

Your 'my NDIS contact' can help guide you through this process, from discussing your housing needs and goals, to understanding the application process and any additional information you may need to provide.

When you're ready to submit your evidence, you can do so online through the NDIS service hub, by sending your documents by mail, or delivering them in person to your local NDIS office.

When submitting your documents, make sure you explain that you're requesting SDA funding.

Your support coordinator or care team can also help you prepare and submit the information, as well as guide you through the next steps.

Step 5: Wait for your NDIS decision

Once your evidence has been submitted, the NDIS will review your information and decide whether SDA funding can be included in your plan.

The time it takes to receive a decision can vary, and the NDIS may ask for additional information before making its assessment.

If your funding is approved, you'll be invited to a planning meeting where an NDIA planner will explain the funding included in your plan. Your SDA funding will outline the type of accommodation you're funded for, including details such as the design category, building type and location.

What if your SDA funding isn't approved?

If your request is unsuccessful, it doesn't necessarily mean you've reached the end of the road.

The NDIS will explain why your request wasn't approved, and you can ask for more information about the decision.

You may be able to request a review if you disagree with the outcome. Your support coordinator or care team can help you understand your options and whether further evidence may be needed.

Step 6: Find a home that's right for you

Once your SDA funding has been approved, you can start looking for a home that suits your needs.

This is an exciting step, and one where it's important to consider not just the features of the property, but how it will support the life you want to live.

You might also want to consider the home's location, nearby community facilities, living arrangements and how your care and support needs will be accommodated.
